Moderate-income housing shortfall and alternative compliance
Long Beach has produced zero restricted moderate-income units this RHNA cycle, while the project area has an overconcentration of very-low-income housing that has restricted voucher funding. The proposed swap to 38 moderate-income units would serve more households and mix incomes in an underinvested neighborhood.
Downtown plan rezoning gap for Anaheim Street corridor parcels
The project site hasn't been rezoned to match its high-density general plan designation; it's using PD-30 standards by right under SB 330 until the downtown plan update rezoning happens later this year.
